Klell Bayne Napps, beloved husband to Helen and a good and loyal friend to the Abingdon and Washington County community, died on Thursday, January 8, 2009 at Hospice House in Bristol, TN. He will be long remembered for his involvement in local history and civic endeavors, his work with historic preservation, his warmth and respect for friends and colleagues, his love of flower gardening , his interest in early pottery and, above all, his church. He especially liked to travel. Over the years he made many trips to Scotland, the home of his ancestors. His love for that country and its music and literature was reflected in his annual Burns Night celebrations. Friends were invited to enjoy a festive evening in January for the celebration of the birthday of Robert Burns and of his own as well. Dr. Napps was born January 21, 1932, in Decatur, Alabama. His family later moved to Danville, Kentucky where he attended public school and gradated from Danville High School in 1950. In 1954 he received a BA degree from Centre College of Kentucky. While in college he was a member of the Centre Choir, played the piano for the choir, and was a member of the Choir Quartet. He was a member of the Sigma Alpha Epsilon Fraternity. He received a Bachelor of Divinity degree from Louisville Presbyterian Theological Seminary in 1957 and a Master of Christian Education degree from the Presbyterian School of Christian Education in 1960. In 1969 he entered the Graduate School at North Carolina State University at Raleigh. After several years of working as a minister of education in Louisville, KY, Hickory, NC, and Raleigh, NC, he enrolled in a graduate program in adult education, receiving the Doctor of Education degree in 1971 from North Carolina State University. He and his wife moved to the Abingdon area in 1970. From 1970-78 he served as Coordinator of Human Services Careers, Dean of the College, and Lecturer at Virginia Highlands Community College in Abingdon. He later worked as Human Resources Planner with the Mount Rogers Planning District Commission, and served as part-time interim supply pastor at Walnut Grove Presbyterian Church and part-time lecturer in sociology at Virginia Highlands Community College. Dr. Napps was active in many community organizations and often took a leadership role. He was president of the Historical Society of Washington County from 1974-1975, a member of the Board of Directors from 1974 until 2009, and was named Past President Emeritus in 2008. He was active in all aspects of the Society including giving talks on local history, conducting tours, and serving on the committee for refurbishing of the Historical Society’s museum room at the Abingdon Convention and Visitors Center in 2007. He also took on major roles with the Washington County Historic Preservation Foundation, the Virginia Highlands Festival Board, and served on the Historical Review Board for the Town of Abingdon. He served as the chairman of the following boards, Highlands Community Mental Health and Mental Retardation Services Board, The Children and Youth Services Board for Bristol Regional Mental Health Clinic, Holston Mountain Arts and Crafts Board and Voluntary Services Council at the Southwestern State Hospital. He was an active participant in the College for Older Adults from its beginning, both as lecturer and student. In the spring of 2007 he taught a class on the history of Abingdon. He was a member of the Abingdon Presbytery and attended Sinking Spring Presbyterian Church in Abingdon where he sang in the choir and served on numerous committees and boards over the years. He wrote several articles for the Bulletin of the Historical Society as well as publications for the Virginia Highlands Community College, the Virginia Highlands Festival, and articles on pottery in Southwest Virginia and East Tennessee. He is the author of Southern Appalachian Folk Culture: a Primer, published in 1981 and now out of print. His pride in Abingdon and its historical heritage is reflected in an interview in which he commented that “We have a nice mix of historic integrity and support for the arts. It’s rare to find a beautiful rural area that preserves and respects its past while supporting the art and culture of today.” Dr. Napps was an avid reader and a strong supporter of public library services. At least twice a week he ended his daily walk with a visit to the library. When the Friends of the Library organization was reactivated in 1995, he was elected president of the board and served in that capacity until the present. He wrote an article for the quarterly Friends Newsletter, “From the President” and used this forum to advocate for a strong library system. She is survived by her son, Rick Boucher, of Abingdon, and her daughter, Anne Boucher Harrington of Manassas, VA, and by her grandchildren, Rebecca Harrington of Manassas and George Harrington, III of Radford, VA. Mrs. Boucher is the daughter of the late Fred C. Buck and Mattie Dyer Buck of Abingdon. Her husband, Ralph E. Boucher, predeceased her in 1981.
After graduating with honors from Virginia Intermountain College, Emory and Henry College and the University of Virginia School of Law, she was admitted to the bar for the practice of law in 1946 at age 21 and practiced continuously until her retirement in August of last year. Mrs. Boucher was one of the first women to practice law in Southwest Virginia and the first to practice in Washington County and the general region.
She became Commissioner of Accounts for Washington County in 1950 and served in that position for 58 years until her retirement last year.
She led a full and varied life. While raising a family and engaging in an active law practice, she was deeply committed to and involved in public service.
For a combined total of 62 years, she was a member of the Town of Abingdon Planning Commission and the town’s Board of Architectural Review, having served as chairman of both bodies at various times. During her tenure, Abingdon’s historic zoning ordinance, which is broadly credited with spurring the community’s tourism economy, was drafted and adopted under her supervision.
While declining frequent requests to seek elective office, she was deeply involved in the political process, serving as a member and chairman of the Washington County Democratic Committee.
Her civic involvement included membership in Kappa Delta legal fraternity; the Mattie Roundtree Stevenson Women’s Club, of which for a time she served as president; founding member of the Washington County Preservation Foundation Board; the Washington County Historical Society; the American Association of University Women, Abingdon branch; the Washington County Electoral Board and the local advisory board for Virginia National Bank, which she chaired. She was a member of the Abingdon United Methodist Church.
In 1997 she was admitted to the Book of Lives and the Legacies of the National Women’s Hall of Fame in Schenectady, New York. She is listed in Who’s Who of American Women and in Personalities of the South.
She was a loving wife and mother to her two children who were the priorities in her life.
A private service will be held for Dorothy Boucher.
The family of Dorothy Boucher requests that in lieu of flowers, contributions in her memory be made to Second Harvest Food Bank, Abingdon Branch, P. O. Box 2579, Abingdon, VA. 24212; the Historical Society of Washington County, P. O. Box 484, Abingdon, VA. 24212; or Emory and Henry College, Emory, VA. 24327.
